Russian virtual number (+7): the 2026 rules, and what works instead
A Russian virtual number is a +7 number you rent without a SIM in your name. VSIM has none: since 2025 every Russian SIM must be tied to a verified person, and in 2026 Russia blocked WhatsApp and Telegram. For most apps you never needed +7. Type yours on the station sign to see which platform it leaves from.

Why is a Russian +7 number so hard to rent?
Five reasons, nested like a matryoshka. Open a doll to find the next one inside; the smallest is our own stock.
1 of 5
Every SIM belongs to a verified person
Since 1 January 2025 a foreigner's new Russian SIM works only after the owner confirms it through a Gosuslugi account and biometrics registered at a bank. SIMs that missed the 1 July 2025 deadline were blocked.
2 of 5
Ten numbers per foreigner, at most
A law signed on 8 August 2024 caps SIM cards at 10 per foreign person and 20 per citizen. A rental pool of thousands of +7 numbers cannot be built honestly.
3 of 5
Telegram and WhatsApp sign-up codes are cut
In late October 2025 Russian operators were reportedly told to block the SMS and calls new Telegram and WhatsApp users need to register. Tests found some numbers still received them, but not reliably.
4 of 5
A 24-hour SMS pause
Since November 2025, a SIM coming back from abroad, or idle for 72 hours, loses mobile data and SMS for a day unless its owner passes the operator's captcha. A rental number waiting for its next customer is exactly that SIM.

Zero on VSIM
No supplier offers us a single +7 number today. Of the 3,463 codes VSIM delivered since May 2024, only 20 went to +7 numbers, against 2,268 to US numbers. Kazakhstan, which shares +7, has none in stock either.
Which country should you use instead, app by app?
A metro map where every app is a line. "Most reliable" shows the three stations where the most codes arrive; "Best value" shows the cheapest route where at least 40% of codes arrive, about 2.5 tries at most. You pay the price once, when the code arrives.

And MAX?
The state-backed messenger made by VK has been pre-installed on phones sold in Russia since 1 September 2025. It accepted numbers from about 40 countries by March 2026, but no supplier sells its codes.
What changed for Russian numbers between 2024 and 2026?
Nine stops on the line from a SIM cap to blocked messengers. Tap a station; red stops are SIM rules, amber are SMS rules, blue are app blocks.

Gosuslugi or a Russian bank
These need a +7 SIM registered to you, and keep sending codes to it for years. A foreigner gets one through SNILS, Gosuslugi and biometrics.

Inside Russia people dial 8 first; abroad it becomes +7. Mobile numbers always continue with 9. Type one and it is written out like the postcode on an envelope.

Are free Russian virtual numbers worth it?
Every Russian courtyard has a notice board with paper ads and tear-off phone numbers. Free +7 numbers online work the same way: one ad, many hands. Tear a tab to read what happens next.

How does a foreigner get a real Russian number?
For Gosuslugi, a Russian bank or any account you must keep, only a SIM in your own name will do. It is a long ride down; the whole process can take two weeks.
Step 1
Get a SNILS
Your insurance number from the Social Fund, an MFC or your employer, with a notarised passport translation. It must be at least 14 days old before the next step.
Step 2
Confirm a Gosuslugi account
Register with your name, email, SNILS and passport, then confirm your identity in person at a service centre or online through a Russian bank.
Step 3
Register your biometrics
Your biometric data goes into the Unified Biometric System, registered through a Russian bank. Fingerprints taken at the border do not count.
Step 4
Sign the contract
MTS, Beeline, MegaFon or T2. The operator links your phone's IMEI to the contract, and you may hold up to 10 numbers in total.
Step 5
Keep it alive
A SIM idle for 72 hours, or back from abroad, pauses SMS for a day. Use it now and then, and keep the captcha link from your operator.
Only visiting? A foreign SIM on roaming or a travel eSIM skips these steps, because the rules apply to contracts with Russian operators. Those numbers are not +7, though, and WhatsApp and Telegram stay blocked inside Russia.
Which checks should you make before you order?
Russian shops counted on a schoty, the wooden abacus. Slide a row of beads for each line that is true.

Where do the figures on this page come from?
- Routes and prices
- Every country VSIM sells for each app, read from the live offer list. A route's rate is the share of recent orders on it that received a code; routes without enough orders are not ranked.
- Our order history
- 13,062 one-code orders in 91 countries between 31 May 2024 and 11 October 2026; 20 of the delivered codes went to +7 numbers. The VK figures come from the same log.
- Russian rules
- Federal Law 126-FZ on communications as amended in 2024, and reporting on the SIM, SMS and messenger measures: Van Rhijn Legal, Novaya Gazeta Europe, The Moscow Times, Meduza.
- Number formats
- The Russian and Kazakh numbering plans under the shared +7 code, and VK's published details on MAX.
Written and checked by the VSIM team, which has sold verification numbers since 2023. Published 19 October 2026, reviewed 19 October 2026. Russian rules change quickly; we recheck this page every 60 days.

What else do people ask about Russian virtual numbers?
No question matches. Message @vsim_support on Telegram, 08:00 to 24:00 Tehran time.
What is a Russian virtual number?
A Russian virtual number is a +7 number you use online without a SIM card registered to you. Russian mobile numbers start +7 9, followed by nine more digits. VSIM has no +7 numbers, and since 2025 Russian law ties every SIM to a verified person, so this page shows what works instead.
Can I buy a Russian virtual phone number for SMS verification?
Not on VSIM. No supplier offers us +7 numbers, and Russian rules since 2024 (a 10-SIM cap per foreigner, Gosuslugi confirmation and biometrics) make an honest rental pool almost impossible. For apps that accept any country, use the best route on the metro map.
Why are Russian virtual numbers so hard to find in 2026?
Every new SIM must be tied to a confirmed Gosuslugi account and biometrics, a foreigner may hold only 10, operators were told to cut Telegram and WhatsApp sign-up codes in October 2025, and idle SIMs lose SMS for 24 hours. Each rule hits exactly the kind of number a rental service needs.
Can I register Telegram with a Russian number?
Not reliably. Russian operators were reportedly told in October 2025 to block Telegram and WhatsApp registration codes, and Telegram itself has been largely blocked inside Russia since March 2026. A number from another country registers the account; Lithuania delivers 58% of Telegram codes on VSIM today.
Does WhatsApp still work in Russia?
No. The Kremlin said on 12 February 2026 that WhatsApp had been blocked for not complying with Russian law. Voice and video calls had been restricted since August 2025.
Is there a free Russian virtual phone number?
Free +7 numbers on public SMS websites exist, but every code is visible to anyone, the numbers are already used, and apps block them. Anyone can also request a recovery code to the same number later and take the account.
Can I get VK, Yandex or Ozon codes on VSIM?
Not today. No supplier sells codes for VK, Yandex, Mail.ru, Odnoklassniki, Ozon, Avito, Wildberries, Samokat or Drom in any country. VK was the 6th most ordered app in our log (629 orders, 58% delivered), so the line will reopen as soon as a route returns.
How do foreigners get a real Russian SIM card?
Get a SNILS, confirm a Gosuslugi account, register biometrics through a Russian bank, then sign a contract with MTS, Beeline, MegaFon or T2. The process can take up to two weeks, and the limit is 10 numbers per foreigner.
How do I write a Russian mobile number in international format?
Replace the leading 8 with +7. So 8 912 345-67-89 becomes +7 912 345-67-89. Mobile numbers have 10 digits after +7 and the first is always 9.
Is every +7 number Russian?
No. Kazakhstan shares country code +7: its numbers continue with 7, such as +7 70X for mobiles and +7 727 for Almaty. Russian numbers continue with 3, 4, 8 or 9.
What is the 24-hour SMS block in Russia?
Since November 2025 a Russian SIM that returns from abroad, or has been idle for 72 hours, loses mobile data and SMS for 24 hours. The owner can lift it early through a captcha sent by the operator.
What is MAX, and can I register with a foreign number?
MAX is the state-backed messenger made by VK and pre-installed on phones sold in Russia since 1 September 2025. By March 2026 it accepted numbers from about 40 countries, but no supplier sells MAX codes, so VSIM has no route for it.
Will VSIM sell Russian numbers?
Only when a supplier offers +7 numbers that actually receive codes. VSIM checks stock every 15 minutes; when +7 numbers appear, this page lists them with live prices and rates.
What happens if a code does not arrive?
On any VSIM route the order closes when its timer ends, usually after 15 minutes and at most 20, and the full price returns to your balance automatically.
